kelvin - Kelvin 2.8.0

First release unambiguously licensed under the GPL version 3, following transfer of stewardship of Kelvin to Mathematical Medicine LLC. (Earlier releases may also be used under GPLv3 owing to terms of compliance with libmysqlclient and libgsl licenses, but were not explicitly noted as such due to an oversight.)

We are also reevaluating our pro forma attempts to distribute our LKS pipeline scripts. They continue to be included in the distribution but are not current.
