vultureutils - Bug fixes and partial test coverage

As part of working with Elvira to fix bugs in her code, I started writing some tests. Package now has partial test coverage, and a bunch of bugs are fixed. Also some increased functionality, though this is mostly just patches.

vultureutils - Initial Release

First release: includes getRoostEdges, allows the get*Edges family of functions to return SRI (defined for GPS data) or edges or both, and updates makeGraph to take SRI outputs.
