riversCentralAsia - Initial release of package

Initial release of the riversCentralAsia R package that contains hydrological discharge data of key gauging stations in Central Asia and a host of helper functions to analyse and process these. Additionally, a full workflow for climate impact studies is provided in the accompanying lecture book

The package is under active development.
