moana-qc - Operational Quality Control

This release includes the first full version of the operational quality control including all major required tests. We've added timestamp overflow to address certain sensor and deck unit firmware versions and the reset check.

moana-qc - Operational New Positions

This is an operational release. New position QC and calculation, partway migrated error messages, updated status file to be more useful. There will be another release soon with additional, sensor-specific qc tests.
