joe is finally a downloadable package!

Of course, this is still a pre-release, and as I prepare the documentation & tutorials and finish off the research in the "projects" folder there will definitely be some bugs/dependency problems/more substantive conundrums. I invite any user (cue crickets) to open up any "Issues" for further discussion.
