rrtmgp-data - Aerosol optics, liquid size updates, inputs and reference outputs

Builds on data packaged with v1.6 of the RTE+RRTMGP. Includes (potentially answer-changing) updates to size limits for liquid cloud drop sizes, new aerosol optics data, along with inputs and reference outputs produced from this data.
