https://github.com/catalyst-cooperative/pudl-catalog - PUDL Data Catalog v2022.11.30

This is the the first PUDL Catalog release linked directly to a versioned data release from the main PUDL repository: v2022.11.30.

It also now uses AWS S3 storage by default, through the AWS Open Data program, allowing free access to the data without requiring authentication or user fees.
