First release of the package.

The following features are implemented:

• import tsv files
• retrieve data for each segment
• retrieve data for each gage
• interpolate sensor data to match external signal (e.g. load)
• interpolate external signal to match sensor data
• clip the sensor and external signal to their common (overlapping) time range
