This release implements the MCR feedback that priorities should be "hard":

• Priority (only) determines who will be entering the ballot.
• Once in the ballot priority no longer affects the probability of being kicked.

Additionally, better results visualization and collusion detection have been implemented.

This is the first release of the MCR room ballot code. This is probably not the version that will be used for the room ballot this year. This version is intended for scrutiny by the committee.
