pycatzao - Add cell size fields to the decoder

Added:

• Two new fields to the CAT240 decoder: "az_cell_size" and "r_cell_size", extracted from the CAT240 (type 002) messages.

Please note that cell size values are not necessarily accurate representations of the true sensor resolution.
