p528 - Release v4.3

Change log:

• Corrected small errors in values Nakagami-Rice distribution data blocks
• Updates to Nakagami-Rice function
• Added C# wrapper code to support NuGet package deployment

Additionally, updated DLLs are provide with digital signatures to ensure integrity of the compiled binaries.
