hpxcl - Update CMake and port to HPX 1.5.1

• Update CMake to newer versions
• Port the code to HPX 1.5.1
• Update to Cuda 11
• Switch to Fedora 33

Note that the supported HPX version aligns with the latest stable release of Fedora
