• Switch from pennylane to qiskit
• Make unitary observable for UC objectives
• Add target to observation (in addition to the current state)
• Removed Measure Action (termination action shown sufficient for producing compact cicuits)
• Added Genetic Alogritm Baseline according to GA4QCO (Sünkel et al. 2023)
• Cleaned up environment and baseline algorithm definition
• Simplified environment definition
