ChiRP - Initial Release

This is the initial release of ChiRP. Users can expect a stable public API. Additional changes to API are anticipated to be backwards compatible: * Providing additional optional parameters to user-accessible functions. * More efficient MCMC implementations under the hood. * Additional functions may be added to the package.
