NcCut - Documentation and Fixes to Graphics and NetCDF loading bugs

Moved documentation to ReadTheDocs hosted site. Changes to graphics now update tools already loaded instead of waiting till the next tool is created. Fixed error of NetCDF file axes loading incorrectly.
