cwl_runner - CWL specification v1.0.1

This specification represents the second stable release from the CWL group. This reflects experience and feedback from the community and clarifies previously undefined or underspecified aspects of CWL behavior. Documents should continue to use cwlVersion: v1.0 and existing v1.0 documents remain valid, however CWL documents that relied on previously undefined or underspecified behavior may have slightly different behavior in v1.0.1.
