iascpolls - v1.0

Release version of the IASC Polling software used for the June-July 2023 pilot project.

Software should be considered a feature-complete version 1.0 against the following requirements spec:

RQE Scientific Community Opinion.pdf

The only omission from this specification is that we have chosen to manually close surveys during the pilot, rather than automatically expiring them per the specification.
