manifold_lifting - v0.1.1

Minor release.

• Update minimum Python version to 3.9 and versions for third party Python package dependencies.
• Updates interal Mici sampler method calls to use new unified sample_chains method introduced in v0.2.
• Pins only direct dependencies in conda environment file to fix issue in #1.
• Removes usages of deprecated jax.DeviceArray.
