binary-pulsar-distances - First Release -- core functionality only

This initial release has just core functionality. It can go through the process of identifying Gaia sources from narrowing down the pulsars input from a set of criteria, matching them with Gaia, and then outputting those potential binary companions with a limited number of associated astrometric parameters
