pttk - Hybrid code base release

I needed the Go version to continue to work, found a bug so decide for the time being to release a Hybrid code base, the legacy Go version and the experimental TypeScript version.

Pttk is still an experiment. Features may come and go. v0.0.18 is a hybrid codebase. Legacy pttk is in Go. New experiments in TypeScript. Separate Makefiles provided for each.

pttk - Minor bug fix

RSS was incorrectly being written to stderr, this has been fixed so RSS is rendered to stdout.

By Pandoc template used to generate version.go had incorrect license info. That is fixed in this release.

I had two licenses referenced in the repository, I've settled on AGPL 3.0 or later. Fixed that the codemeta.json and license info option on command line apps.
