vikunja - First release

Vikunja is a library which provides primitives for the alpaka library.

The following functions are include in this release * transform * reduce

The following accelerators will be support: * CPU serial (ALPAKAACCCPUBSEQTSEQENABLE) * OpenMP Grid Block (ALPAKAACCCPUBOMP2TSEQENABLE) * CUDA (ALPAKAACCGPUCUDAENABLE) * HIP (ALPAKAACCGPUHIPENABLE)

Supported is alpaka 0.5.0
