buteo - v0.9.8 Release

This release stabilizes the API for Raster, AI, and array functions. Now patching, predictions and preprocessing raster datasets should be stable. Vector preprocessing still unstable, 1.0.0 will stabilize vector functionality.

Significant documentation updates. Changed from pdoc3 to pdoc. Inspect here: https://casperfibaek.github.io/buteo/buteo.html
