OmaDB - OmaDB 1.99.2

This release is the second release candidate for bioconductor 3.9. In there, OmaDB 1.99 will become 2.0.0

• updated ipython notebook with examples from manuscript to new release of OMA browser
• upgrade licence from GPLv2 to GPLv3
• improve package according to bioconductor guidelines
  • various cleanups of code and data
  • improvements on documentation
