mumps-build - Mumps Build 5.0

1. Support to 5.6.0, 5.6.1 and 5.6.2. the build system now supports 5.4.1, 5.5.0, 5.5.1, 5.6.0, 5.6.1 and 5.6.2 versions
2. AOCLROOT based dependency fetching added, which is optional. Backward compatibility to USERPROVIDED paths to libraries and headers still exists. Refer README for more details
3. Synchronized to upstream changes
4. Add Notices and update MUMPS versions supported in README
