gsalib - Back on CRAN

This is a new release with minor fixes to comply with changes in CRAN policies that cause the 2.1.0 version to be delisted.

Changes in gsalib 2.2.1 (2022-10-07)

• Updated package metadata to assign new maintainer, update reference URL and resolve CRAN issues. No functional changes made to the package functions.
