The CMake configuration files are now better handling Python 3 and Boost.Python. Also, those are no longer systematically linked.

In the CMake helper file, the regular and Python libraries and binaries are now distinguished. Hence, when using RMOL libraries, the Python ones should no longer automatically appear in the dependencies, unless of course specifically so required/specified.
