predictive-maintenance-on-cable-joints - Circuit and Joint objects

In this release, we enable users to create Circuit and Joint objects from a list of failed joints, or a list of joints with known partial discharge pattern. As such, we provide:

• Readers for data storage files
• Alliander Weather API connection
• CircuitFactory object to create Circuits
• Unit test for all provided classes
