meigarage - Original OxGarage MEI adapted from TEI version

Version coming from https://github.com/Edirom/oxgarage/tree/meigarage (forked from https://github.com/TEIC/oxgarage), this is relating to the complete OxGarage MEI version https://github.com/Edirom/oxgarage/tree/meigarage but modularized to only contain the ege-webservice parts
