silicone - Consistency with pyam beyond v1

This allows the code to be compatible with versions of pyam after 1.0.0 and has improvements in runtime of the infillallrequiredemissionsfor_openscm function.

While nothing in this package itself should break applications in python 3.6, OpenSCM-Units does not support this python version, hence code using this package may break and we no longer support this version going forwards.

silicone - v1.1.0: include time projectors

Includes three time projectors, ways of projecting forwards emissions projections that end too early, e.g. projections until 2050 can be continued until 2100 using a database of other scenarios. Updated core programming to work with pyam v1.0.0.
