opensense_sandbox - v0.1.0

This version just summarizes the current state of the sandbox so that it can be referenced via DOI. This version does not mark a specific step in the development of the sandbox. The focus of the development efforts in OPENSENSE is now set on the individual packages poligrain, pypwsqc and mergeplg. The sandbox will stay there as a showcase of using the tools that existed before OPENSENSE. But we do not plan to extend the sandbox much further.
