OceanAdapt - OA Upload Functional

Upload to OA working, but improvements still needed.

Importantly, @JWMorley is progressing on SEUS.

Furthermore, @mpinsky points out important workflow adjustments that will improve stability and transparency. Improvements would permit script to run without any external dependencies – this is good. Currently script relies on downloaded files, and uses absolute paths. These are development transients, and will be removed. See #38
