This release of access-om2-bgc 2024.03.0 uses spack-packages 2024.03.22 and spack-config 2024.03.22.

Updates for BGC build by @aidanheerdegen in https://github.com/ACCESS-NRI/ACCESS-OM2-BGC/pull/2. This change adds restart reproducibility which breaks historical reproducibility. So this version of ACCESS-OM2-BGC is not bitwise reproducible with any previous version, including COSIMA releases.
