Sparse and Constrained Switching Time Optimization

ScSTO is a modeling tool for switching time optimization (STO) problems in Julia. ScSTO builds upon SwitchTimeOpt.jl and extends it, in that switching costs and constraints on the switching times can be easily incorporated.
